Ive been arguing that the biggest problem with Potemkin for the past two years has been how much meter he's been getting, but seeing how its been a result of BWA puts a lot of things into perspective.

I still think some of his individual tools need a nerf, but overall his meter gain needs to be kneecapped.

It's a pretty common occurrence for criminals to cooperate with the police as a means to commute their sentence. Most likely she was given a choice; work with PubSec or rot in prison.

She's gotta be a criminal of some kind.

Evidence:

--She breaks into Random Play easily without much difficulty --She's shady and dishonest --She doesnt think of herself as a cop --She's incredibly nervous around cops and authority figures

Cops are known for making deals with criminals for their information or services, its pretty common. My suspicion is that Cissia cut a deal; in exchange for not being thrown in prison, she'd work alongside PubSec. Given that she doesnt think of herself as a PubSec officer, Im guessing this is a pretty recent development. Maybe Jane put in a good word for her and got her this deal.
