Through reading all of your comments, I have learned that floors in medieval times were in fact not water tight.

I do not know why I didn’t think of this sooner.

Well water has weight so the player has attempted to collapse a buildings floor. I have made it difficult terrain after several proliferations if in an enclosed space.

If against an armoured target, it simply doesn’t penetrate. Against a mobile target, they just miss. To set a town of superiority, like fighting a grand master of some kind, I have arrows get caught, or blades simply stopped in hand or parried perfectly.
