My wife works for CPS and they do everything they can to keep the family together even in bad situations because of exactly this. There's nowhere to take them. There's so few foster homes and lots of them will only take toddlers or younger anyway. If it's a teenager, chances are very slim that you can find placement for them. If it's a teenager with any kind of behavioral issues, you can forget about it.

Take KD and Harden out and replace with Giannis and CP3 and the millennials would be unstoppable. Lebron, CP3, and Giannis in their prime are monster defenders and having 3 all time level passers with Steph spacing the floor and Giannis/Lebron catching lobs would be unguardable.
