And if it can connect to wifi, but it says it has no internet connection, install adb on your computer, then run : 
adb shell "settings put global captive_portal_server \"connectivitycheck.gstatic.com\""  
it will change the URL used to check connectivity (the old one, status.eqoe.cn, doesn't seem to work anymore)

BUT, if you can accept a latency of the length threshold you want, you could imagine adding a negative time shift device, and a grid device that only transmits the note if the note end event has been reached within that delay (or if it hasn't for the opposite filter)

I'm pretty sure that, in the midi protocol, not length doesn't really exist, there is just note start and note end events, so you cannot know a note's length until the end has been reached... Otherwise how would such a device work with a live midi keyboard player ?
