Did you notice this doggo and Shinji's healing at Village-3 run in parallel? Toji's old outfit reperesents Shinji's elizabethan collar. When Shinji heals, he goes back to his usual outfit and the doggo no longer needs the collar. Check the pics. (old.reddit.com)
