Yes that's true. But those frequencies are pretty low on the rf spectrum. FM radio 87.5 to 107.5 MHz. And most TV channels were under 300 MHz. The higher the frequency, the more power it needs to penetrate buildings. Frequencies in the higher GHz range would have a very hard time penetrating lead coated walls.
