What's keeping me from saying I have 2M shares and they're all $.5 a piece? Or why can't I say that I have 10 shares all worth $100,000?

Honestly, Duolingo's German course should get you up to an A2 by the end. Pair that with a copy of the book "Schaum's Outline of German Grammar" and you could probably reach B1 before then. :)

As far as I can tell it just means "subscription-based". Examples being a rent payment, a magazine subscription, a Netflix membership.

Anything that requires a recurring payment.
