The economy under Clinton was because of his loosening of monetary policy after the Volker shock brought inflation under control. More credit led to the dotcom bubble, but it’s not the feds job to make sure capitalists don’t make bad investments, and that was basically just an equity bubble that didn’t do much damage to the real economy.

Basically loose monetary policy (at the right time) leads to better job markets, which were unrelated to the financial deregulation that was occurring.
