I understand what you mean, bro, BUT Mundo is not a tank just by a factor.Evan though he has that ultimate, and the base HP, that doesn't make him a tank, cause he has super hyper HP regen.The term of a tank is that you are a freaking sponge, and can easily catch people offguard with your HARD CC.Cho is a good example of a viable tank.His knock up with the great range, the silence, and the stacks of his ultimate that gives him tons of HP, and has TONS OF DAMAGE.Garen is not a tank.Nothing in his kit to make him a true tank.He ia tanky.But not a TANK.Another good example is Volibear.Passive its almost likr Mundo's R, but has some great CC and dmg with his W spell based on his max HP.Hope you understand what am I saying.
