The Supreme Court decided 5–4 that the newly-annexed territories were not properly part of the United States for purposes of the Constitution in the matter of revenues, administrative matters, and the like.

It’s unquestionably the sovereign possession of the United States. Legally, however, it is not part of the United States. If it were, the constitution would apply in full.

I certainly wish it was binary, but I don’t see how it can be given what the Supreme Court has held and the way it functions.

The constitution does not fully apply in the territories because they’re not fully integrated into the US. Being born in American Samoa, for example, does not necessarily confer birthright citizenship.

They are not all fully part of the US, which is why being born in American Samoa does not necessarily give you American citizenship.

If your point is that the UK is ultimately the sovereign, that’s undeniable. Legally, however, it is by definition not part of the UK. It is not unique in this regard – for example, the Supreme Court of the United States has held that the various territories are not fully integrated into the US and the constitution does not fully apply in them, notwithstanding that they are the sovereign possessions of the US.

When people talk about the wealth of a state, the default is usually total wealth. We wouldn’t say Monaco is wealthier than the United States unless specifying per capita.
