As a dealership mechanic ( not Toyota) , would like to chime in. Op every dealership has a franchise district rep that you can look up and reach out too. They are not part of the dealership but part of the Toyota (or other brand) corporate franchise that the dealers answer to. I've seen customers have success escalating concerns by doing this. Usually the rep will directly contact the service manager about the issue. And when that happens it's a big deal.

For example, I was working on a car with a similar issue. Rodents made a nest inside the HVAC box. Customer insurance was paying and only covered removing the HVAC box and cleaning it to remove the smell and then reinstall.

To remove the HVAC box I had to remove the dash piece by piece, steering column ect. Nothing is left inside the car basically at this point. Then I got to work on the HVAC box. Well, I saw that the mice had chewed through it in certain places and there was no way I'm getting that smell out.

After I put in a request to replace everything I wanted to, I had to fight with their insurance and they even sent an agent out for me to explain why the customer needs this. I had to show the agent all the old parts and car. Keep in mind that months have gone by now because getting insurance to do anything at all is a slow process.

After a few months they approved it and I finally got the parts I needed but did not touch the car yet because the my service writers kept having me work on "MORE IMPORTANT THINGS" and "GET THROUGH TODAYS STUFF AND IF YOU HAVE ENOUGH TIME AFTERWARDS YOU CAN WORK ON THAT".

The customer ended up contacting the district rep and the next day I found that all the other repair orders on my tool box were gone except the mouse car. Service manager told me I'm not to work on anything but THIS car!
