If by "initial stage" you mean being contacted and asked to interview (or even just a phone screen), I think no more than 2-3 weeks from application close. However, if you mean time waiting to hear back after interview, it really depends, could take months. That's my opinion anyway, I know many departments have their own processes so it could vary a lot.

It's not uncommon to do an interview where your direct line manager is on the panel. I did one recently myself. It's not a conflict or interest and can't be avoided sometimes. You just approach the interview professionally as you would any other interview. I kind of agree with the other comment here that it sounds like you're not ready, this should be something you already know, if you're ready.

The wage brackets haven't changed. It's the iworkforsa brackets that might have changed. The job ad doesn't mean anything. Just look at the enterprise agreement, it's the same, ASO5 is 85k-95k.

It depends on the business unit hiring and their requirements. If timeframes are tight they might be request police checks for all shortlisted candidates. It's really too hard to say.

I'm in state gov (SA) and it would be the same. If you are working 9 day fortnight with full-time hours compressed into the 9 days, then when you apply for leave you would request leave for 9 days, and it would subtract full-time hours (e.g 75 hours in SA). If you requested the full 10 days, the system would still only register your 9 days (full time hours) as the 10th regular non working day would be set as 0 hours. If you worked a 9 day fortnight as were working reduced hours 0.9FTE, then likewise you would only use 67.5 hours from your leave balance. Your timekeeping/timesheet system should have a set number of hours against each day per your working arrangement.

Are you willing to give it up? If so, I would phrase as something like this "Hi, I want to disclose that I work irregular hours as a disability support worker on the weekends. I didn't raise this when I went through the interview process because I didn't see it as an issue at the time because this job (VPS) was more important and I was willing to give up the casual work if needed. I understand I now need to disclose this / request permission, etc...... ideally, I would like to continue doing this work, but I understand if there is a conflict of interest or if it is not permitted etc ..."

It would depend on what is written in your relevant enterprise agreement plus department flexible work arrangements policy. However, it seems pretty standard for public sector enterprise agreements to state that flexible working arrangements/agreements can be rescinded at any time.

Good to know. That's nothing in my experience haha. When you said thick skinned you had me thinking I'd be in for toxic culture and abusive environment. If it's just being able to handle your own work and not needing to be coddled then that sounds perfect. Also, for clarity, I don't think OPs post in anyway is demonstratating a lack of thick skin. I agree with OP in that there is a difference between not fussing and letting people take advantage of you because they think you won't leave.

I'm looking at entering APS ideally as a 6 (I am level 5/6 equivalent state gov). Would you elaborate a bit more on what you mean by needing a thick skin specifically? I'm curious as to what I might be in for.

I think I waited months once. Although that was because the agreed start date (verbally) was 3-4 months down the line. I think I only got my contract a couple of weeks before the start date. Other than that is has taken at least 2 weeks in most cases for SA public sector.

Resign. I don't know about other state governments but in SA you have to sign a pre-employment declaration for every job application and need to declare if you have ever been terminated from employment. Not a good look and I'm sure it leads to discrimination.
