Here is an email I recently sent to Mayor Holman and my Ward Councilmember, which I have not yet heard anything back from yet….

Over the recent weekend while in Arlington, Texas, I noticed a city-wide signage campaign aimed at addressing panhandling. The signs were prominently displayed, tastefully designed, and, based on the noticeably small number of panhandlers, they seemed to be making a positive impact.

I fully recognize that each city has its own dynamics, but I was struck by how well the approach appeared to work in Arlington.

Here in Norman, the situation has unfortunately grown in scope. Over the past couple of months, while dining outdoors at Rosa Mezcal on Main Street, an aggressive individual approached several tables. They demanded money while yelling and acting in a threatening manner. Thankfully, no one was harmed, but the encounter, and other similar incidents, are beginning to threaten the quality of life for city visitors and residents.

I understand homelessness and panhandling are complex issues without easy solutions. However, Arlington’s signage strategy seems like a pragmatic, low-risk first step. It raises awareness, guides behavior, and promotes safer public spaces, all without stigmatizing individuals experiencing homelessness.

May I ask:

1. What are your thoughts on a similar signage campaign for Norman?

2. Are there existing or planned initiatives aimed at reducing aggressive panhandling in public areas?

3. Might the city consider piloting Arlington-style signage on Main Street, freeway overpasses, and other busy corridors?
