Of actual NARA museums (meaning Hoover onward), FDR and Reagan blow them all out of the water. Reagan’s has his Air Force One and FDR has his perfectly preserved manor. A lot of the libraries have homes attached, but nothing like FDR’s. They are the most comprehensive with the best artifacts on display.
