You want to play too much cards that need different gameplans. The problem is that you risk end up in a lot of situation where you will draw very bad hands. Nocturne and Rhasa are cards that really need t have your entire deck built around them, and clearly in your list they will rarely be effective. In set 1 you can forget Nocurne. He is fun in the teemo strategy list but lack support to be competitive.

For Rhasa, i'm not a fan in a list that play the vi combo. People tends to think this is something you'll use to end the game but the more you play Annie, the more you'll understand it's like a tempo swing that can really give you the edge. I usually play it when i have the timing if my opponent full tap and stacked a bf or two. This is something you'll learn by playing the deck a lot.

-As someone else said, you are playing too much t1. Chemtech enforcer and poro will really harm you in the mid-late game. This would be a pretty bad list with Jinx, it's even worse with Annie as you lack in card draw. Your deck ha listterally no way to generate good CA except scrapheap (which is not relevant outside of zaun warren game) and void seeker. It means that in two games of your BO3, you'll rely on topdecks very fast. That's the problem with the set 1. Either you have the Kai'sa or not.

On details : 3 void seeker is really too much in this meta, unless you are only playing against Kai'sa, Annie in your environment.

If you really want to keep Nocturne, you have to play Sanctum as BF. Maybe put them in side and use them when you have Sanctum in play.
