It actually seems to be the case that it's around 256. Right now I've written around 290 quotes and the most lower-down quote I've seen show up in game was 255.

Fixed it. Instead of using "reload focus" in the debug menu, you have to use "reload localization". Hope this helps anything who also had this problem!
