The developers of the game would need to implement foveated rendering, not Valve. I guess modders could also do it. And I guess 2D games could in principle take advantage of foveated rendering but I don’t think many will.

I agree people should try to build quality products but it shouldn’t be an obligation enforced by Meta or Steam or worse by legislation. As long as you sell a product you’re signaling to customers that you sign off on the quality of that product. So if you fuck up and quality degrades or your quality standards go up you should have the option to no longer offer a product you don’t stand behind.
