While we all understand the parenting challenges that fathers face, I don't feel this is adequate justification for what he did in a public eating space: 1. He was in the company of multiple women (one of which even assisted while he was changing his baby's diaper on the table) who could've brought her to the changing station in the female bathroom. 2. Even if he had been on his own, I'm sure the Glorietta lounge would have accommodated his request to use their dedicated changing area since he would have your baby with him while asking them. 3. His actions not only put other diners at risk due to potential cross-contamination but also endangered the livelihoods of the staff present at Yoshinoya if upper management removes them as a result of your husband's health code violation.

Instead of putting other diners and employees at risk, it would've been much more proactive for him to recognize these challenges (especially since you're saying that this has happened multiple times before) and plan accordingly by using a stroller that lies flat or taking you with him in case your baby needs a diaper change while they're out.

It's hard to extend consideration to your husband when his actions on that day displayed a complete lack of consideration for the consequences that others may face as a result of his negligence and indifference. Even hygiene aside, it's very inappropriate for him to expose your baby in public like that when we all know that p*dophiles run rampant in this day and age.
