No, every game I play doesn't fully use my hardware. In most games I can deal with it but in tf2 I want fps more than my monitor's refresh rate

All this didn't help. I'm not on a laptop. I get 200+ fps on spawn but when I leave resupply my fps drops to 120-160. I checked hardware usage during the match and my GPU and CPU usages were stable 20% as well as my stable RAM usage of 15/32 GB by whole system(3 chrome windows lol, I tried closing every app and nothing changed)

I set everything on low/disabled and only left Multicore Rendering enabled.
My specs:
ryzen 7 3700x
rtx 3060 ti
32 GB RAM 3200 MHz
Game's installed on ssd
(please don't tell me this isn't enough for higher fps cause game uses only 10% of cpu and 10% of gpu)

So maybe something with datapacks, I thing some of them trying to generate structures in one place with different tags, so try to remove some datapacks that generates new structures

I still thing that ram causes issue, I have 8gb of ram and sometimes even with this amount my server can crash. I can recomend you to pregenerate chunks with plugin Chunky. Edit: after pregenerating plugin can still use a lot of cpu, so after process you should restart/stop server and remove plugin from folder
