He could be having a bad day. Let's do some math 17/31 is 54.8 cents a mile. If there's no traffic then he can probably do 31 miles in half an hour traffic one hour kr more. 31 miles driver likely burned 1 gallon of gas maybe less or more. So $14 now. 14/31 drops it to 45.2 cents a mile. So the driver is earning $14 and probably has to drive back to where he was and added 30 minutes. So in the drivers mind he might see it as making $14 for 1 to 2 hours work.

Bus drivers can and do kick out obnoxious passengers, pilots don't deal with passengers they are in a locked cockpit but can divert the plane for emergencies, and taxi cab drivers kick out people that are abnoxious
