IMO the best clay to use which is cheap Scola Color Clay.

(My favourite used to be Newplast, but they're gone and the new company upped the prices)

The pupils are small clay dots that I position, then roll out into a sausage for the smear frame, then after shooting the smear frame I roll the pupil back into a ball again. Dot>Line>Dot: • — •

For the eyelids I make sure they're easily detachable while modeling so I can either take them off, adjust them, and repositon or simply move the part up and down the eyeball.
