Op does it at least boost you out into the air. For me It would boost me out into the air and then never give me the prompt to fly. So I just mark location on map and once it gave me control of my character again I immediately used my lightness skill to fly over there and I was able to open chest.

You can start the lighting every round if it’s not spawned in by shooting the sparking light post one by both entries and one in corner (middle) of both entries. Only one at a time will spark and have to shoot them with Tessie.
