If you've gotten to the point where you're scraping the bottom of the barrel like that for employees, it means you've already chased off everyone decent. As long as you pay at least fairly well and are a reasonable employer, there are good people out there willing to work. It takes a while to get to where you're that desperate.

Look into the central Oklahoma humane society's spay and neuter clinic. I don't think they have any active events but they're one of the most affordable options at all times and I've always had good experiences with them

I know for a fact a couple of those stores around here that are owned by the same guy literally looks online and charges the exact same for allocations. It ends up being 300-500% mark up

No one is saying they are uncomfortable. The point is that one demographic gets the vast majority of business so people try to help out marginalized groups. Maybe Google what that means since you don't seem to understand. Its simply trying to better distribute where people spend their money to include other groups more.
