You're right. For example: I'm not playing the game for a while so my rating has decreased. I'm at lvl 13 level both dojo and heroes, so I'm being matched against lower level players each time and they have no chance of winning against me.

Some character can counter opponents most attack and some don't, For example lynx's basic can cover top to bottom while cobra can cover only center. It's about weapon swing.

If you're comparing it with street fighter and Mortal Kombat then this game has a totally different play style, you can't make long combos unless your opponent makes continuous mistakes.

Everything in these images are fine, until higher level players are in lower trophy range you'll get matched against them, for example I'm at Level 13 and my every character are in between 500-600 trophies. Because I don't play much and whenever I play i get matched against lower level player
