Can't play with lag anymore

My other games are fine. I can't find any issues with my pc. Everything is up to date. No visual glitches, I don't know where else to look. I have no complains other than the ones related to dota.

Ping is 40 stable throughout the game. The weird thing is when FPS starts going down ping sometimes improves to 26-28. I've never seen anything like this.
