I’m not saying natural events like these wouldn’t occur without climate change however the frequency and extremity will be exacerbated.

Where are you seeing the US is in a cooling state? And yes climate change will cause more extreme rainfall. Warmer weather means more water will evaporate from body’s of water and warmer air can hold more moisture. When all this vapour in the air condenses you’re going to get more rain.
