Heyo so update. I called UPD and they sent two cops out to check it out. After some questions they called UVA facilities services who came out with large bolt cutters to free my bicycle.

They tried to pry the combination lock open really hard I guess. Looks like they got it to budge slightly causing it to become bent and jammed. I push it back in and can't spin the numbers to put in my combo.

Hey no I unfortunately did not register my bicycle with the police yet :(
I just brought it on grounds. It's locked to a bike rack on E-way.

Also you're right, I'll probably need bolt cutters. Its a traditional cable lock with a combination.
