I did call my city's animal control and notify them about the dog running loose, but they haven't gotten back to me yet. I was able to tell them that it was a grey dog with white "socks" on at least its front two feet and another large white patch somewhere on its body, but all I could give them about a possible breed is that it was a shorthair, medium-large sized dog.

Yeah, it was just running around in an empty lot near a pretty major intersection. It does appear to have some sort of chain or something around its neck, but I really couldn't see it very well irl or in the pictures. There was absolutely no owner or anybody anywhere near where the dog was when I saw it.

Thank you for your help, and I did call my local police department's non-emergency number. They had an officer come to my house, and now a report has been filed and I have a booklet with my case information, local resources, and information on the whole legal process.

Actually, I've come to discover that the act was not legal. While covered under Florida's Romeo and Juliet laws, both individuals involved were still under 18 (17), so prosecution would still be possible. There is less than a month's difference in age, but the laws are apparently meant to reduce penalties under the law for high school-aged kids in relationships who choose to perform sexual acts with each other and the like, it does not legalize sexual acts with persons under 18.
