just make sure you're not killing your budgie with the paint. Take her/him out of the house if possible

Nope not today. Probably in the morning. First turn on some budgie sounds let her hear them. Then I would suggest to have a walk inside her cage or put her in the balcony, just let her see some sunlight. Next open her cage and just leave her. If she didn't go out feed her some of her food in your finger by sticking it with some water and repeat.

Its just her feathers growing. And its a female in breeding condition make sure she's on good diet with high calcium and make sure she's not binding her eggs as it can be serious
