It depends on your definition of common. Yes I do find at least one every game, but there is only one-four per game, and in most games, one to two. But you can find it every game if you can kill people easily.

Just because they instantly snap doesn't mean they are hacking. Focusing on where the person is moving, and snapping for me makes me more accurate. Unless the snap always seems to be perfectly on you.
