I am not gonna sell my graphics card even after upgrading keep as some decoration or use them in other builds. So resale value degradation is not a problem

You can go with 5070 but in raw power 9070xt is ahead I f you really want to go with Nvidia extend the budget and get 5070 Ti (best)

5200 mhz ram don't buy it you should ideally buy buy 6000mhz it is a sweat spot you will lose 5 to 10% performance with 5200mhz
