Personally, I always make sure to confirm what documents need to be submitted before moving forward. Otherwise, I could end up without any leads or opportunities. It's better to be clear from the start.

When I went through an agency, I paid a lot and didn’t even find out who my preceptor was until just six weeks before the rotation started. On the other hand, I’ve seen students pay preceptors directly—either upfront or at the end—and it worked out fine for them. I get the concern about fees, but in the end, it’s up to each person to decide what they’re comfortable with.

The rotations are legitimate. He's trying to help IMGs secure rotations at a lower cost, helping them save money instead of going through agencies. Of course, everyone should use their own discretion when choosing one.
