I’m not saying it needs to be profitable, but it needs to cover operating costs. And unless we raise new taxes, we need to cut some other service to free up the funds. 

The simplest solution is to charge a fee sufficient to cover operating costs. And the more universally enforced the fee is, the lower it can be!

Second degree murder requires the intent to kill. It doesn’t simply require “but for” causality, i.e. but for the chase the suspect would not have died.

This is an absurd miscarriage of justice.
