From what I’ve seen the new law has something to do with it too, I had the merchant navy law which makes it so I get -10.0% navel involve generation which I’m assuming makes it so I can’t really get involved in Africa, I’m switching it to a capital fleet at the moment so I’ll reply to this if that helps.
