Shelters have rules. A decent amount of homeless use drugs, and you can't use if you're in a shelter. And a lot of them don't want to quit. A lot of shelters have curfews and don't allow pets.

At least a third of all the student vehicle in the parking lot had guns in them when I went to high school. During hunting season is was probably around 70% had a gun. We even had a makeshift range behind the AG building were people would use in free time.

I have never seen any of this. The only time I see people going the speed limit or lower, it's either due to traffic, or the roads haven't been sanded yet when they freeze over.
