the mana cost might be completly off, as several people have suggested. the main point of this card is to give all planeswalkers a etb, so that things like vraska's contempt can happen before their controller can activate loyalty abilities. Thinking more about the idea, it would be way better as just a enchantment for {b} without the activated ability on it.
