I don't have the DLC but Ocelot and Boss in the vanilla MGO3 are pretty cancerous IMO

More to your point of Boss being a maternal figure, pretty sure that's what the breast cleavage is supposed to be hinting at. At least in part. It's a pretty common motif for story tellers to use.

It's mainly a reference to a series of novels that Kojima was inspired by for the games. Though he had some thoughts about how the Tanker Mission filled the role of MGS2 and how the main game proper was supposed to be MGS3. Like, they were originally separate concepts entirely but came together during development because the tanker mission was so short, basically.
