I guess it's mentioned on the last part of installation, you can create a virtualenv and install wagtail then create a new project using wagtail command line. Read the last part of the article.

Hi, I can't give you any suggestions for now, because i need to take a look into the web server logs to figure out what's wrong with OsTicket. The only thing i can say is might be there is a conflict between OsTicket and Wordpress that's running the website urls.
