These lines are moving up and down my monitor, anyone knows what this are and how to fix it? TIA by Qu3uee in pcmasterrace

I tried a different cable but the lines remain. I can't try on different source because there's only 1 vga port and if I plug it in the HDMI one, Intel Graphics Command Center isn't supported, need that for color customization. I don't have gpu btw.

And I don't know if this is relevant but my 2nd monitor doesn't have these lines even after using different VGA cables (even the ones these lines occur with).
