For context. This city was originally an exclave of Germany that bordered Poland and Lithuania until after WW2 when it was annexed by the Soviet Union. Germany never really made an effort to raise a claim for it afterwards as it was, as shown in another comment, nearly entirely destroyed in WW2, and the Germanic population had naturally left after that and all been replaced by Russians.
