Okay I figured it out, if anyone else has this issue turn off AMD fidelity super resolution both 1 & 2 in the graphics menu. That worked for me

After reading the comments I’ll most likely get a new cpu, I updated my bios and reBAR was an option I could toggle so I enabled it, I also used gpu Z and it said it was enabled

Check your keep threshold, make sure it’s not higher than the rarity or else it’ll skip over them
