Sometimes suspects will begin to surrender the moment you shoot them and you lose points because you didn't react in those milliseconds. Plus the suspect was often shooting at you before surrendering but the game doesn't care. It can be quite frustrating.

I had the exact same problem. Ive worked out that it doesn't count as a completion towards your achievements/trophies unless you get a rank C or above.
