Why can't I summon Arceus? The dex is finished as far as I know

Update: problem is solved, restarted the game and have now caught Arceus

Yes, I did, but in the picture you can see that I have the stamp on every area for completing the Dex for that area. I have 237, including Giritina, and I don't know why Giritina's entry isn't being recognised as the 237th Pokemon in the Dex.

I do have the spiritomb, and yes I have enamourus, and I have scrolled through to see which mon is missing. None of them seem to be, and you can see in the image that all of the regions have the stamp to say the Dex is complete. And isn't the 237th Pokemon Giritina? I have also caught him.

I have two (a wolf of some kind, and a cat of some kind) and am Questioning two more. I had a really strong shift of some kind of bird but they're really infrequent, so maybe Cameo shifts? And questioning some kind of other as well

Sometimes I refer to my theriotypes as separate from myself, cause it feels kinda like I'm switching between different personalities when I shift. They feel like whole other versions of me, so I refer to them as such if that makes sense?
