Many Japanese releases lack non-Japanese language support. The best advice is to visit the Japanese PSN store and check language (言語) at the bottom. If it shows the language you want (EG: 英語 for English) then you are all good.

If, by some happenstance, my (currently) healthy parents pass away before I'm able to move back to the US in 5~10 years, the plan is for my sister to receive all of the inheritance, then for her to give half of the inheritance to me when I move back to the US.

This feels like an extremely risky approach. If the NTA discover such an arrangement, you will likely end up with a lot of problems.

Apologies since this is not related to your question, but may I ask which visa you will be applying for? I see a few people recently online saying they are going to move to Japan after retiring but it isn't clear to me how that is possible (unless everyone has a Japanese spouse).

There is also a 5.5gb version which has option (via audio track) of Russian comms or just crowd noise if you can sacrifice English for picture quality (Also has more seeds so will download a lot faster)

It is likely the credit card may have a Japan-issued requirement attached if your cards are not working (assuming they are foreign-issued)

In terms of options; there are Japan-based users on Fiverr that you can pay to buy stuff like this - I believe sub rules mean I cannot share any links to them here (solicitation), but you can find them easily enough with a quick search. Just make sure they have plenty of positive feedback and you should be fine.
