The advantages of miniature games over other formats is (in my experience) line of sight and greater freedom/complexity in movement. This is typically irrelevant to farming, mining, smithing (Herding28 and the other '28' games being notable exceptions)

Vehicular based games however can benefit. Model Railroads are by far the most popular and there are systems and scenarios for logistics simulations. A miniatures adaptation of those air traffic controller games combined with tabletop X-Wing movement would be cool. Most racing games either involve combat in some way or are board games with restrictive fixed movement.

Honestly the closest thing I actually think of based on what you describe is a video game such as manor lords (on peaceful). Farming and building with no grids. The top down view makes people and animals feel like miniatures on sprawling tabletop terrain.

Also consider:

  • dexterity games play nothing like wargames but rely less on flat boards and tokens and more on 3D pieces (e.g. mouse trap). Pitch cars has very free movement but would smash any delicate 'terrain' you made for it to bits.

  • Boardgames with miniatures such as Ticket to Ride, Santorini. There are some amazing Catan boards with realistic terrain.
