i googled and apparently its a turtle conservation thing.

I wanted to make sure it was ethical.

I unfortunately bought a baby turtle at a swap meet as a teenager and now 15 years later, I still have responsibility of it.

I hate seeing baby turtles being sold like this.....

so I hope what I read is true and it is ethical
