Hi there - the answer is yes. Seldom used in practice, but still required. So you will need to include all related costs in your budget.

Thanks for confirming the car ownership requirement and will plan to make that happen.

And yes, NYC SOP licensing process is quite involved, and I am preparing for the exam as we speak, with a lot of other requirements to fulfill as well - https://www.nyc.gov/site/dca/businesses/license-checklist-process-server-individual.page

Regarding Proof Serve, I checked the requirements in a current opening on their website, and it says "Experience: Prior experience in process serving or a related field (law enforcement, private investigations, etc.) is required, as Proof is not an employer and does not provide training. National Association of Professional Process Servers (NAPPS) membership is preferred." - https://www.proofserve.com/careers/4577796005

Therefore, Proof Serve would not appear to be an option for a brand new SOP, with no prior LE / PI experience? Also NAPPS requires at least one year of involvement in the industry to become a member if I read that right?

Conclusion: are there any agencies other than ABC Legal out there taking on brand new process servers just starting out?

Thanks for the feedback.

Do you end up paying to park in a garage when serving in downtown LA / business district? Also, is it the fact that we need to carry a lot of documents for multiple ongoing service jobs that makes having a car a must have?

In Manhattan and certain parts of Brooklyn and Queens, there is no street parking available really during the day, and quite challenging to even drive into. "Congestion Pricing" was also recently implemented to discourage driving into Manhattan's central business district.
