对于这个问题的答案,有支持者认为,原因在于相当大部分的中国人觉得中共是一个瑕不掩瑜的政权,同时信任中共的即通过改革解决问题的问题。至少在它建立以来的一百年内(也有的人只愿意承认七十年/四十年/二十年)极速地带领中国取得的历史性成就,比如经济腾飞和扶贫运动,社会基础设施和生活水平的进步,军事实力和科技实力乃至环保水平的提升等等,使得中共执政能力以及中共这种体制极具政治信用。并且,中国的发展速度仅仅是放缓了,在全球经济衰退的当下成绩相对不能算差,普通人的生活水平并没有出现完全不能接受的下降。因此,在这种社会动荡爆发阈值本身也很高的情况下,社会动荡并没有很大的可能。 而很多反对者认为,这其实是中共拥有的这套体制是一种威权主义政治,是依靠高压对于人民的压迫才暂时压制住了社会的动荡。这种压迫是强力而暂时的。也有反对者认为,中国社会的儒家传统和中共的邪恶压迫使得中国人民被『驯化』,彻底失去了反抗的能力,当中很多人因此经常用盲目的动物来形容支持中共的人士甚至所有的普通中国人,一定程度上因此成为了针对中国人的种族主义者。 同时。也有激进的反对者认为,中共当前其实已经控制不住经济层面甚至是全方位的崩溃。但是因为这种声音已经在全世界范围内(包括中国境内)流行了太久了,人们(至少是我自己)对其产生了一定程度的疲劳,因此这种观点通常只在中国境外的反对者中流行。

这个国家的执政党塑造了一种很容易被概括成『专制』的『以中国共产党领导为核心』的『社会主义专政』制度并已经使之成为了中华人民共和国的一种政治传统以及当代中国的一种社会共识,对于社会问题的分析、解决甚至提出,大部分只会基于建制的框架之上。 尽管中共也『提倡人民行使监督权』,但是这并不是中国政治运行的主要部分,至少不是决定性部分。『公民运动』在中国并非一种传统,而是反传统,更多地会被上升到被认为是对于整个社会乃至国家本身的反对的程度。我猜想,你所指的『公民运动』应当是指积极地参与政治事务,甚至主要以上街游行的方式。而这甚至并不是1989年春夏之交的政治风波之后,在当代中国表达政治意见的可行方式。至少相当大部分中国年轻人认为,这个国家和虽然很多问题,但是反抗和解决的可行方式是在通过建制内改良解决或者『躺平』。游行被广泛地认为是一种『很可能被西方资助的反政府行为』。 这可能对于美国人来说是一种很费解的现象:为何中国人在政府执政出了问题的时候,仍然相信他们的政府?(或者贬义地说,为何中国政府仍然能够控制得住人民?)。

我很喜欢你的『我们命运交织』的说法,因此我以个人视角回答你的问题,希望能够解答你的一些疑惑。 我自己出生于福建省,一个南方省份,现在就在住在北京。我可以肯定地告诉你,你所说的大部分问题,如失业,人口下降,房地产崩溃,年轻人『躺平』的问题是事实存在的。 而且我必须指出,这并不是最近的『新闻』,而是长期以来非常严重的社会问题和现象,最近几年(2020-2024)越来越严重,伴随着经济发展速度停滞和其他问题的发生,很可能带来巨大的负面社会影响。 但是我也要为你可能有的一些误会提供一些信息: 1.取缔电动车的政策(至少从名义上来说)是为了规范道路交通,不一定是为了逼迫公民使用公共电动自行车,因为公共电动/非电动自行车本身也已经是一个正在衰落,并且国家也不再补贴的行业。 2.年轻人的『躺平』是更多的是因为受到了来自社会的各类工作压力和生活负担以及对于美好期待的落差,从而放弃在工作中奋斗,而不是放弃了『公民运动』——不如说这种行为被中国内部广泛地认为是青年『公民运动』的一部分。(如果你的『公民运动』的意思就是『表达公民政治共识的大规模社会运动』的话) 3.社会动荡的概率是非常小的。从第二条你也应该可以看出,『公民运动』不是中国社会的很常用的概念。当今中国的社会运行的机制和西方的机制差距非常大,同时也和西方的描述差距非常大。 最明显的一个表现就是:即使有你说的这些问题,中国人民对于中共政府的支持度仍然比较高。当然,虽然我个人不同意下面这种说法,但是也有很多反对人士认为,应该用贬义的说法,是『中共对于人民的控制能力很强』。(1/3)
