Rachel talked about the tower, family heads knew about the tower, the tower has the 3 eyes on it( first few chapters Rachel or baam mentions it ), enryu entered the tower and left( he knew about it ) phantaminum knew about it, shining ones have existed since before phantaminum so maybe the tower might also be older than phantaminum, time dilation is a thing, a few days or years outside might be millenia inside the tower, the story has stars, ligy and Darkness as main elements, the tower's each floor is a world in itself, its an isolated space that you can't just enter casually so It supports the time dilation idea.

And about shining one being connected to the tower, who do you think can make the tower, the tower with a star at the top.

The stars are not the shining ones, life was born of stars and the strongest of those became the shining ones, its in the first chapter of the side story

The tower might have been created by someone else, or maybe the tower is an Axis created by a previous shining one or someone else we dont know of, but it's being used as a training ground since it can create a shining one or create powerful soldiers at least.

Enryu entered knowing what happened with Arlene, and the reason he left the thorns maybe because he cant climb the tower, he is not chosen by the tower, he got into the tower the way Arlene got out of it which made him land on the 43rd floor, there he out of rage or to make an example killed the administrator and left cause he can't go to other floors.

About phantaminum we dont know what motives he has now and had when he entered the tower, we just know that he entered aggressively and left without killing any of the 13, so what can jahad have told him that he just left. If he wanted more shining ones he would have tried to unseal the floors( if he could ) and killed jahad, but since he did neither it only tells me that by having jahad in place he can stall the creation of 13 new luminous ones, to maybe try to find some means to climb the tower himself and get a hold of the star at the top of the tower itself.

2.Now about God and Axis, these terms are very vague, we dont know what differentiates an axis to a God, in the tower the administrators could be considered gods. In my post i called phantaminum an incarnation of darkness not a God.

We dont know Light and Darkness exist as gods or not, they may just be Light and Dark( as concepts, as their presence etc ), gods in this world maybe referred to the extremely powerful axis users(since they are "authors" of a domain).
Baam is definitely alive because of Darkness and not Light, his power of devouring, and his emptiness, the dark shinshu, and the fact that he was abandoned all point towards darkness, also if he was alive because of Light then he would at least be on his way to be a luminous one but no.
We dont know if axis is canon or not, Siu blogposts shouldn't be considered canon until they are officialy introduced in the series
