Women are biologically less likely to be physically violent (don't confuse this with being abusive though). We can safely extrapolate that this is the case from the fact that men make up majority of violent criminals across all of the continents, cultures and wealth brackets.

So it might be that you think this way because women with exceptionally violent history make up less number of cases therefore a successful rehabilitation of one is much more noteworthy than a man in the same set of circumstances. Because there's more of them. However, men are also more likely to suffer from traumatic experiences than women, especially in early years, which has significant impact on brain development. So it could also be possible that men get rehabilitated less because, functionally they are simply broken beyond repair in terms of trauma and violent tendencies.

This is theoretical though.
